The Downtown Hammond Council (DHC) came into existence in 1954 — back in the "good old days" of downtown Hammond with its original focus on serving as an advertising co-op and special events planner. By 1980, the retail base had moved to malls and the downtown experienced a serious downturn, but the Council still provided support to downtown projects important to enhancing the viability of the district including the construction of an overpass and has since the early 1990s invested in excess of $400,000 in physical improvements and maintenance.
